Haha! I wonder, if the Zombie Apocalypse happened tomorrow, would it be less Dawn of the Dead and more Capitol Hill?

What do you mean? The dawn of the dead happens every time the US senate gathers in session.

My personal theory is that Orin Hatch has masqueraded as one of the unliving for decades. And still the man (or not quite man in this case) garners re-election time and time again.

Well, if there was a "No Undead" rule when running for Congress, fully 90% of the incumbents would promptly retire. Which is why there is no such rule.....
